Russian President Vladimir Putin has indicated for the first time that he is open to meeting Ukrainian President Volodymyr Zelenskyy in a neutral third country, signaling a potential shift in diplomatic efforts to end the ongoing war.

Speaking to reporters after the Victory Day parade in Moscow, Putin said he has never refused talks with Ukraine and is willing to meet Zelenskyy outside Russia. However, he made it clear that such a meeting would only take place to sign a finalized peace agreement—not to conduct negotiations.

Condition for the Proposed Meeting

Putin set a key condition for the proposed meeting, stating that both sides must first reach a comprehensive and lasting agreement through expert-level discussions. According to him, leaders should only meet once all major issues are resolved and ready for formal approval.

“The meeting should be the final step, not the beginning of negotiations,” Putin said. He added that Ukrainian representatives could also come to Moscow if they prefer.

Reference to Minsk Agreements

Putin also cited the Minsk Agreements as an example of why early-stage leader-level talks may not be effective. The agreements, brokered in 2014 and 2015 to end violence in eastern Ukraine, failed to produce a lasting solution.

He emphasized that expert negotiations should lay the groundwork first to avoid prolonged discussions without clear outcomes.

War Enters Fifth Year

The Russia-Ukraine war, which began in February 2022, has now entered its fifth year. Despite multiple diplomatic efforts, a comprehensive peace agreement has not yet been reached.

Putin had previously expressed interest in meeting Zelenskyy in September 2025 after a visit to China, suggesting Moscow as a possible venue under certain conditions. His latest remarks mark a shift, as he is now open to holding talks outside Russia.
