In a significant ruling impacting teacher recruitment in Uttar Pradesh, the Allahabad High Court has made it mandatory for candidates to clear the Teacher Eligibility Test (TET) for TGT and LT grade positions.
The court directed that TET qualification must now be included alongside existing eligibility criteria under the Uttar Pradesh Subordinate Educational (Trained Graduate Grade) Service Rules, 1983.
Court Order and Bench Details
The decision was delivered by a division bench comprising Justice Arindam Sinha and Justice Prashant Kumar while hearing a petition filed by petitioner Jaihind Yadav and others.
The petitioner had challenged the eligibility criteria of the LT grade teacher recruitment announced on July 28, 2025, arguing that it violated provisions of the Right to Education Act, 2009 by not clearly defining teaching levels or mandatory qualifications.
TET Now a Mandatory Qualification
The court clarified that clearing the TET exam will now be compulsory for all future TGT and LT grade recruitments in Uttar Pradesh.
This means candidates who do not possess TET certification will no longer be eligible to apply, significantly affecting a large number of aspirants preparing for these teaching positions.
Court Questions Recruitment Logic
The bench also raised concerns over inconsistencies in the recruitment process.
It noted that:
- The Additional Director of Education acknowledged the existence of 904 institutions offering classes from 6 to 12.
- Despite this, the recruitment authority claimed there were no vacancies for classes 6 to 8, which the court found illogical.
The petitioner further argued that the Certificate of Teaching (CT) cadre had already been merged into the LT cadre, making TET qualification essential under current norms.
Impact on Aspirants
The ruling is expected to have a direct impact on thousands of candidates who were preparing for TGT and LT grade recruitment without TET certification.
Experts say this move will:
- Standardize teacher eligibility norms
- Align recruitment with national education policies
- Ensure better quality of teaching staff
However, it may also delay recruitment processes and increase competition among candidates.
