Many people in India believe that 18 is the minimum age required to obtain a driving license, but government regulations actually allow teenagers to apply earlier under specific conditions.

According to guidelines issued by the Ministry of Road Transport and Highways (MoRTH), individuals who have completed 16 years of age can apply for a limited-category driving license. However, strict rules determine the type of vehicle they are allowed to drive and the application process they must follow.

What Vehicles Can 16-Year-Olds Legally Drive?

Teenagers aged 16 are permitted to apply for a license under the MCWOG category (Motorcycle Without Gear).

This means they are allowed to ride gearless two-wheelers only, such as scooters with engine capacities up to 50cc.

Vehicles that fall outside this category—including cars, geared motorcycles, or any Light Motor Vehicles (LMV)—cannot legally be driven by someone under 18. Indian law sets 18 years as the minimum age requirement for operating those vehicles.

Parental Consent Is Mandatory

One of the most important requirements for applicants under 18 is written consent from a parent or legal guardian.

Without this authorization, a 16-year-old cannot legally apply for a learner’s driving license. The consent confirms that parents or guardians are aware of and approve the teenager’s application.

How to Apply for a Driving License at 16

Eligible applicants can apply either online from home or by visiting their nearest Regional Transport Office (RTO). The online process is considered the easiest and fastest.

Steps to Apply Online

  1. Visit the official Parivahan or Sarathi portal.

  2. Select the Driving License application option.

  3. Fill out the online application form.

  4. Upload documents verifying age and address.

  5. Submit the parent or guardian consent form.

  6. Pay the required license application fee online.

After submitting the application and documents, the next step is to take a learner’s license test.

Learner’s License Test Requirement

Applicants must pass a basic online learner’s license test that evaluates their knowledge of traffic rules, road safety guidelines, and basic driving regulations.

Once the applicant successfully clears the test, a learner’s license is issued, allowing the individual to legally ride gearless two-wheelers with engines up to 50cc.

Strict Rules for Underage Driving

While the law allows limited licenses for 16-year-olds, authorities enforce strict penalties for violations.

If a minor drives without a valid license or operates vehicles that are not permitted, such as cars or geared motorcycles, legal consequences can follow.
