VB-GRAMJI Act 2025 Comes Into Effect, Expanding Rural Employment Guarantee to 125 Days
VB-GRAMJI Act 2025 officially came into force across rural India on Wednesday, marking a major policy shift aimed at strengthening livelihoods, generating additional employment, and accelerating rural infrastructure development. Under the new legislation, the legal employment guarantee for eligible rural households has been increased from 100 days to 125 days annually.
The Viksit Bharat–Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-GRAMJI) Act, 2025 replaces the previous framework with an expanded employment guarantee while aligning the government’s rural development agenda with its long-term Viksit Bharat 2047 vision.
Government Says Law Will Strengthen Rural Livelihoods
According to the Ministry of Rural Development, the new law is designed to achieve multiple objectives beyond employment generation.
The ministry said the expanded employment guarantee aims to:
- Strengthen rural livelihoods
- Create durable community assets
- Improve rural infrastructure
- Provide greater income stability for rural households
- Support the national vision of Viksit Bharat 2047
Officials stated that increasing guaranteed workdays is expected to improve financial security for millions of eligible rural families while contributing to sustainable village development.
Employment Guarantee Increased From 100 to 125 Days
The most significant provision of the VB-GRAMJI Act 2025 is the enhancement of the statutory employment guarantee.
Eligible rural households will now be entitled to 125 days of guaranteed wage employment, compared with the previous limit of 100 days.
The government believes the additional 25 days of employment will help stabilize household incomes, particularly during periods of agricultural inactivity.
Centre Says Nationwide Preparations Are Complete
Ahead of the nationwide rollout, Union Minister for Rural Development and Agriculture & Farmers’ Welfare Shivraj Singh Chouhan announced that the Central Government, in coordination with all states and Union Territories, had completed administrative, financial, and technical preparations for seamless implementation.
According to the minister, authorities have ensured that the transition to the new system will take place without disrupting ongoing projects.
He said the government’s foremost priority is to ensure that no eligible rural worker is denied employment, adding that sufficient financial resources and implementation mechanisms have already been put in place.
Government Commits to Uninterrupted Implementation
Shivraj Singh Chouhan said the enhanced employment guarantee would strengthen rural livelihoods while enabling the creation of durable public assets across villages.
He emphasized that all ongoing works under the rural employment program would continue without interruption under the new legal framework.
The minister also stated that the expanded guarantee would contribute significantly to achieving the broader national objective of building a developed India by 2047.
₹95,692.31 Crore Released to States and Union Territories
To facilitate smooth implementation, the Central Government has released an interim allocation of ₹95,692.31 crore to states and Union Territories.
According to the Ministry of Rural Development, the allocation is intended to ensure:
- Timely payment of wages
- Continuity of ongoing projects
- Smooth implementation of the new legislation
- Adequate funding for expanded employment guarantees
The ministry said the financial support demonstrates the Centre’s commitment to ensuring that no state or Union Territory faces funding constraints during implementation.
Focus on Sustainable Community Assets
Apart from generating employment, the government expects the new legislation to accelerate the construction of durable community infrastructure.
Projects undertaken under the expanded program are expected to include:
- Rural roads
- Water conservation structures
- Irrigation facilities
- Land development projects
- Public infrastructure supporting agriculture and rural livelihoods
Officials believe these long-lasting assets will continue contributing to economic development well beyond the duration of the employment program.
States Report Readiness for Rollout
The Ministry of Rural Development said implementation planning has been carried out jointly with all states and Union Territories.
According to the ministry:
- 29 states and Union Territories have made the necessary budgetary provisions.
- 24 states have already issued notifications for their respective VB-GRAMJI State Schemes.
These measures are expected to enable uniform implementation across the country.
National Rural Development Conference Reviewed Preparedness
The ministry also referred to the recent National Rural Development Conference (NRD Conference), during which Rural Development Ministers from states and Union Territories assured the Union Government of their readiness to implement the law from July 1.
Officials said the conference played a key role in coordinating implementation strategies and ensuring administrative preparedness across jurisdictions.
