Ukrainian President Volodymyr Zelenskyy has announced that the long-awaited security agreement between Ukraine and the United States is now “100% ready”, with the final document completed and awaiting formal signatures.

Speaking to reporters in Vilnius, Lithuania, Zelenskyy said the agreement was finalized after two days of intensive talks involving representatives from Ukraine, the United States, and Russia. He added that Ukraine is now waiting for its partner countries to confirm the signing date.

Once signed, the agreement will be sent for approval to both the US Congress and the Ukrainian Parliament, marking a major step in Kyiv’s long-term security framework.

Ukraine Targets EU Membership by 2027

Zelenskyy also reiterated Ukraine’s ambition to join the European Union by 2027, calling EU membership not just a political objective but an “economic security guarantee.”

According to him, EU accession would strengthen Ukraine’s economy and provide long-term stability for the country’s future amid ongoing geopolitical uncertainty.

Rare Trilateral Talks Include Military Officials

The Ukrainian president highlighted the importance of recent negotiations held in Abu Dhabi, United Arab Emirates, describing them as highly significant.

He noted that this was the first time in a long period that talks included not only diplomats but also military officials from Ukraine, the US, and Russia. The discussions began on Friday and continued through Saturday, focusing on finding a pathway to end the nearly four-year-old Russia–Ukraine war.

Territorial Dispute Remains the Core Challenge

Despite progress in negotiations, Zelenskyy acknowledged that fundamental disagreements remain unresolved, particularly over territory.

“The territorial integrity of Ukraine must be respected. There can be no compromise on our borders,” he said.

Russia, however, maintains that any peace agreement would require Ukraine to withdraw its forces from eastern regions that Moscow has illegally annexed, even though it does not fully control all of those territories.

Putin Holds Talks With Trump’s Envoys

Meanwhile, Russian President Vladimir Putin has held extended discussions with envoys of US President Donald Trump, including Steve Witkoff and Jared Kushner. The talks reportedly focused on exploring possible solutions to the Ukraine conflict.

Next Round of Talks Set for February 1

According to a US official, the next round of negotiations is scheduled for February 1, once again in the UAE. The talks will cover both military and economic issues, including the possibility of a ceasefire before a broader peace agreement.

However, no final decision has been reached regarding the Zaporizhzhia Nuclear Power Plant, Europe’s largest nuclear facility, which is currently under Russian control. Negotiators have yet to establish a concrete framework for its operation, oversight, or security.
