Winter Session of Parliament from Dec 1–19: President Murmu Approves Schedule, Govt Hopes for Constructive Debate

President Droupadi Murmu has approved the schedule for the Winter Session of Parliament, which will convene from December 1 to December 19, 2025, officials confirmed on Friday.

The 19-day session is expected to feature intense debates and crucial legislative business, as the government looks to push through pending bills amid heightened political polarization.

Union Minister Kiren Rijiju welcomed the announcement, expressing optimism that both Houses will engage in “constructive and democratic deliberations” despite the charged political climate.

“We hope for a positive, issue-focused session that strengthens India’s democracy,” Rijiju said in a post on X (formerly Twitter).

Key bills and agenda expected

While the official agenda is yet to be finalized, parliamentary sources suggest discussions could include:

  • Amendments to the Digital India Act

  • Updates on economic reforms and employment policy

  • National Security and Defense coordination briefings

  • Debates over climate and pollution control legislation, especially after alarming air quality levels in North India

Opposition strategy and expectations

The Opposition bloc is expected to press the government on issues including unemployment, inflation, and governance accountability. Political observers predict sharp exchanges, but also the possibility of consensus-building on bipartisan reforms.

“This session will be a test of democratic maturity,” noted Dr. Ananya Chatterjee, political analyst at JNU. “Both sides will need to prioritize governance over grandstanding.”

Context and outlook

The session comes amid preparations for several key state elections and an increasingly polarized national discourse. The government’s push for stability and reform will likely define the tone of the winter proceedings.
