In a major step toward expanding digital infrastructure to underserved regions, the Goa government on Wednesday signed a Memorandum of Understanding (MoU) with Elon Musk–owned Starlink Satellite Communications Pvt. Ltd. The partnership aims to deliver high-speed satellite broadband to areas that currently lack reliable terrestrial network coverage.
The agreement marks one of the most significant technological collaborations in the state’s push to strengthen last-mile connectivity and build a digitally empowered Goa.
Boost for Connectivity in Remote and Hilly Areas
Under the MoU, Starlink’s advanced satellite technology will be deployed to connect:

Healthcare centers
-
Disaster management units
-
Other underserved rural areas
Officials say the move will drastically improve access to essential digital services, bridging connectivity gaps that have persisted for decades.

Starlink India was represented by the company’s India Head, Prabhakar Jayakumar.
Focus on Digital Transformation and Smart Governance
The MoU outlines strategic collaboration in enhancing digital connectivity, improving emergency response systems, and strengthening disaster management capabilities across Goa.
Chief Minister Pramod Sawant stated:
“This partnership with Starlink is a major milestone in achieving our vision of a digitally empowered Goa. Technology will play a crucial role in improving the quality of life for every citizen.”
The initiative will also support Goa’s broader Smart Governance mission, enabling faster, technology-driven public services.
Reducing Digital Divide, Boosting Tourism and Investment
Goa’s IT Minister Rohan Khaunte emphasized that the partnership will help narrow the digital divide between urban and rural regions.
He noted that better digital infrastructure will:

As part of the MoU, Starlink has expressed interest in conducting pilot connectivity demonstrations in the state’s most remote and underserved areas.
