Delhi on Friday launched the first phase of its fully digital census, marking a major shift toward technology-driven data collection. The initiative introduces a self-enumeration process supported by Resident Welfare Associations (RWAs), which have been assigned a central role in assisting residents.

The first phase, running from May 1 to May 15, focuses on collecting household-level information through structured digital forms. Authorities said self-enumeration camps will be set up across all wards to help residents accurately fill out the required details.

Officials emphasized that the move to a digital platform is expected to improve both the speed and transparency of the census while ensuring better data accuracy for future urban planning.

33 Questions to Capture Detailed Household Data

The digital census questionnaire includes 33 structured questions, covering multiple aspects of household and living conditions:

  • 7 questions on housing: Construction materials of walls, floors, and overall housing conditions
  • 8 questions on family details: Number of members, head of household, and room availability
  • 9 questions on basic amenities: Drinking water, electricity access, and cooking fuel
  • 5 questions on digital access: Internet connectivity and device usage
  • 4 questions on vehicles and other essentials

Officials noted that this structured approach will provide a comprehensive socio-economic snapshot of households across the capital.

RWAs to Drive Awareness and Participation

RWAs will work alongside local administration to guide residents through the process. At self-enumeration camps, trained field staff and charge officers will be present to resolve queries and ensure smooth participation.

A preparatory meeting was held at the North-East District Magistrate’s office, attended by Sub-Divisional Magistrate Reeta Kaushik and multiple RWA representatives. Discussions focused on awareness strategies and maximizing citizen participation.

Local RWA leaders expressed commitment to supporting the initiative, emphasizing timely and accurate completion of the process.

Awareness Campaigns Across Neighborhoods

To boost participation, authorities have planned extensive outreach efforts, including:

  • Street announcements across neighborhoods
  • Community street plays (nukkad natak)
  • Awareness sessions during school parent-teacher meetings

These initiatives aim to ensure residents understand the process and provide accurate information.

No Afternoon Field Visits Amid Heat Concerns

Keeping in mind rising temperatures, officials confirmed that field visits will not take place during afternoon hours. Census workers will operate during cooler periods to avoid inconvenience for both staff and residents.

Authorities assured that all collected data will remain strictly confidential. After the self-enumeration phase concludes on May 15, officials will conduct door-to-door verification to eliminate errors and ensure data accuracy.
