In a significant policy move aimed at improving access to cooking fuel, the Delhi government has relaxed rules for purchasing small LPG cylinders, allowing consumers to buy a 5kg cylinder without providing address proof.
The decision, announced under Chief Minister Rekha Gupta, is expected to benefit migrant workers, students, and urban residents who often lack permanent address documentation.
Key Policy Change: No Address Proof Required
Under the revised guidelines, consumers can now purchase a 5kg “Free Trade LPG” (FTL) cylinder by simply presenting a valid photo ID. Documents such as electricity bills, rent agreements, or other address proofs are no longer required.
Accepted ID proofs include:
- Aadhaar Card
- PAN Card
- Voter ID
- Driving License
This simplified process aims to remove barriers for individuals who frequently relocate or live in informal housing arrangements.
Who Benefits the Most?
The new rule primarily targets:
- Migrant laborers working in Delhi
- Students living in hostels or rented accommodations
- Daily wage earners and informal sector workers
- Individuals without permanent address documentation
By easing access, the government aims to ensure that basic cooking fuel is available to all segments of society.
Restrictions on Sales from Godowns
The government has simultaneously imposed a strict ban on the direct sale of LPG cylinders from storage warehouses (godowns).
Consumers can now obtain cylinders only through:
- Authorized LPG distributors
- Official delivery channels
This step is intended to enhance transparency, regulate distribution, and prevent unauthorized sales or hoarding.
How to Book LPG Cylinders
Consumers can book refills through multiple channels:
- IVRS/SMS: Call or message 7715012345 / 7718012345
- WhatsApp: Send “Hi” to 1800224344 (for Bharat Gas)
- Online: Use official LPG apps or websites
Major providers include Indane, Bharat Gas, and HP Gas.
Special Help Desks for Migrant Workers
To further streamline access, Hindustan Petroleum Corporation Limited (HPCL) has set up 11 dedicated help desks at select outlets across Delhi.
These help desks will:
- Guide customers to the nearest authorized distributor
- Provide assistance with LPG purchase procedures
- Address queries related to documentation and pricing
LPG Pricing and Cost Details
Here’s an overview of the expected costs:
🔹 New Connection Cost
- Estimated between ₹1,500 and ₹2,200
- Includes cylinder, regulator, and initial gas fill
🔹 Refill Cost
- Approx. ₹549 to ₹650 (general estimate)
- Current Delhi price for a 5kg refill is around ₹317.50
Note: Security deposit charges may apply separately for new connections.
Why This Decision Was Taken
The policy comes amid concerns over potential LPG supply disruptions due to geopolitical tensions in West Asia. Authorities also aim to curb black marketing and ensure equitable distribution of essential fuel.
By simplifying access and tightening distribution channels, the government seeks to balance availability with regulation.
