Berlin, Germany , December 16, 2025 :
The United States has agreed in principle to offer security guarantees to Ukraine as part of ongoing diplomatic efforts aimed at ending Russia’s nearly four-year war, marking a potentially significant shift in the trajectory of peace negotiations. The development follows high-level discussions in Berlin involving Ukrainian President Volodymyr Zelenskyy and senior Western officials, with additional rounds of talks expected in the coming days.
While the exact nature of the guarantees has not been publicly disclosed, U.S. officials indicated they could resemble NATO-style security assurances without formal membership, designed to deter future aggression against Ukraine while stopping short of commitments that Moscow has long opposed. American diplomats described the discussions as “constructive and forward-looking,” emphasizing the need for long-term stability in Europe.
President Zelenskyy has consistently pushed for binding international guarantees to ensure Ukraine’s sovereignty and security after the war, which began with Russia’s full-scale invasion in February 2022. According to diplomatic sources, the proposed framework could include military support commitments, intelligence cooperation, and rapid-response mechanisms in the event of renewed hostilities.
The initiative has drawn mixed reactions internationally. Supporters argue that credible security guarantees are essential for de-escalation and a sustainable peace settlement, while critics warn the move could prolong tensions with Russia if not paired with broader diplomatic concessions. Moscow has yet to issue a formal response, though Russian officials have previously rejected any arrangements they view as expanding Western influence near their borders.
As fighting continues along parts of the frontline and international pressure mounts for a negotiated resolution, the U.S. move signals a renewed diplomatic push to bring the conflict closer to an end while safeguarding Ukraine’s future security.
