Colour code for ‘contract carriage’ in NCR modified

The  NCR planning Board under  Ministry of Urban Development  has modified the  colour code for all contract  carriage vehicles in the NCR  for  unrestricted  movement of  vehicles in NCR.  The Taxi operators   will now have to put `NCR Taxi’ / `NCR Radio Taxi’ on a plate above the wind screen (to be visible from front and rear both). Sticker of NCR logo is to be pasted/ painted on the body of the taxi. A common colour code and logo for all Contract Carriage vehicles in the NCR were suggested in the  Reciprocal Common Transport Agreement signed in October last year among Governments of  Delhi, Haryana, Rajasthan and Uttar Pradesh of NCR for unrestricted movement of vehicles in NCR  for ‘Contract Carriage’.  But taxi operators were facing problems in changing the colour of taxis though  they were ready to use NCR logo.

            Existing taxis and new taxis using clean fuel (CNG) conforming to prevailing Euro norms in NCR and registered in NCR can obtain NCR permits.

Highlights of the agreements  are:

§         Taxis registered under NCR permits would be allowed to ply in NCR without making any additional payment for passenger or road tax to other states, where they intended to enter.  MCD toll tax has not been waived so far.

§         Home State will issue the NCR permits and other participating States will countersign the permits. Only counter signature fee is required to be paid.

§         No checking for tax would be done at the state borders in NCR for taxis with NCR permits. There will be only random checking by the concerned states within their area.

§         No restriction of colour for taxis for obtaining NCR permits.

       The agreement will facilitate the movement of taxis within NCR.  People will be able to hire taxis from the airport, railway stations and inter-state bus terminals in Delhi and reach their destinations in NCR and vice-versa.

            The design of NCR logo and final Contract Carriage Agreement can be referred from NCR Planning Board’s website (http://ncrpb.nic.in). If taxi operators  face  any problem in obtaining NCR permits, they can contact  the office of the NCR Planning Board, 1st Floor, Core-IV B, India Habitat Centre, Lodhi Road, New Delhi 110 003.

            One of the policy proposals of the Regional Plan-2021 for the National Capital Region is unrestricted movement of Contract Carriage like taxis, and auto-rickshaws within NCR. This policy is important to facilitate general public commuting between Delhi and the rest of NCR and passengers who board/alight at the airport, railway stations and bus stations in Delhi and have to hire taxi/ auto rickshaw to reach their place of residence/ work outside Delhi but in NCR.  The area of NCR constitutes whole of NCT Delhi and districts of Faridabad, Gurgaon, Rohtak, Sonepat, Rewari, Jhajjar, Mewat, Palwal and Panipat of Haryana; districts of Meerut, Ghaziabad, Gautam Buddha Nagar, Bulandshahr and Baghpat of Uttar Pradesh and Alwar district of Rajasthan.
