Authorities have clarified that the alert is part of a nationwide test of the Cell Broadcast Emergency Alert System, and not a real emergency.
The large-scale drill is being conducted by the National Disaster Management Authority (NDMA) in collaboration with the Department of Telecommunications under the Ministry of Communications.

The test is being conducted across multiple regions, including the national capital and several state capitals. In states like Andhra Pradesh, alerts were scheduled between 11:15 AM and 12:15 PM, according to official updates.

However, officials confirmed that:
- Border areas are excluded
- Regions with ongoing elections are not part of the drill
Why Was West Bengal Excluded?
The test was not conducted in parts of West Bengal due to ongoing re-polling in select constituencies, ensuring that the alert system does not interfere with electoral processes.
