U.S. intelligence agencies have assessed that Russian President Vladimir Putin’s core objectives in Ukraine remain unchanged, despite ongoing diplomatic contacts and repeated statements from Moscow expressing openness to peace talks, according to officials familiar with the analysis.
The assessment comes amid continued Russian missile and drone strikes across Ukraine, including recent attacks targeting ports and urban centers such as Dnipro and Odesa, underscoring the lack of any meaningful shift in Moscow’s military posture.
U.S. officials say there is no credible evidence that the Kremlin is prepared to make concessions on its long-standing demands, even as diplomatic channels remain active through intermediaries.

According to the intelligence assessment, Putin continues to pursue objectives tied to territorial control, Ukraine’s strategic alignment, and long-term security influence, despite public remarks signaling readiness for negotiations.
Russian Deputy Foreign Minister Sergei Ryabkov has reiterated Moscow’s willingness to engage in talks, but emphasized that any agreement must reflect Russia’s conditions—an approach Western officials view as incompatible with Ukraine’s sovereignty.
