The Directorate General of Civil Aviation (DGCA) has received a report from the Anti Corruption Bureau (ACB) of Rajasthan regarding fabrication of logbook records of certain pilots in collusion with the Chief Flying Instructor (CFI) Rajasthan State Flying School (RSFS), Jaipur. The ACB has intimated three names of licence holder including CFI against whom investigation has revealed criminal misconduct regarding fabrication of records.
Based on the information received, licences of three named CPL holders have been suspended under relevant rules on the grounds of using fraudulent means to obtain licences in public interest. Information with regards to some more pilots trained in RSFS has been sent to ACB. As and when investigation report about other pilots is received, legal action will be taken by DGCA and the concern airlines will be informed.
DGCA has taken certain immediate and additional measures to ensure that flying clubs operating in India and abroad where Indian students undergo flying training do not supply fabricated documents particularly pertaining to flying hours for obtaining licences from DGCA.
1. DGCA team shall visit other countries where Indian students are undergoing training and adverse feedback is received regarding standards of these institutes.
2. Verification of foreign licences and rating submitted to DGCA for conversion to Indian licences shall be obtained by DGCA directly from the concerned regulatory authority of the country.
3. Skill test of candidate seeking conversion of foreign licence into Indian licence shall be conducted in India at controlled airfields only and shall be certified by concerned ATC.
4. Directions have been issued to all flying training institutes operating in India to strictly ensure correctness and certification of flying hours. Accountable managers of flying schools have been made accountable to furnish a certificate regarding logged hours.
5. Special surveillance of flying schools to check logging hours is being stepped up. Log hours will be cross checked with fuel register, bills from Oil Company and maintenance register of the aircraft. Two directorates will check these records.
