Partnering with China, Pakistan worked behind the scenes to weaken the language of the condemnation statement, downplaying direct references to terrorism and specifically avoiding any clear acknowledgment of India’s sovereignty and suffering.

Original Draft: Strong Support for India, Sabotaged by Pakistan and China

According to media reports, the United States had initially circulated a strongly-worded draft resolution, calling for active cooperation with the Government of India — a gesture similar to the UNSC’s firm support after the Pulwama terror attack in 2019.
