Russia–Pakistan Oil Deal: Russia has offered to supply discounted crude oil to Pakistan as the country faces a severe energy crisis, with fuel reserves dropping to critically low levels.
The proposal was announced by Russian Ambassador Albert Khorev , amid growing concerns over Pakistan’s shrinking energy supplies.
Russia’s Discounted Oil Offer
According to the Russian envoy, Moscow is ready to provide crude oil to Pakistan at concessional rates. However, he clarified that the deal requires a formal request from Islamabad, which has not yet been submitted.
The timing of the offer is being closely watched, especially as discounts on Russian oil for India have reportedly narrowed. Analysts see this move as a strategic shift in Russia’s energy diplomacy.
Pakistan Faces Acute Fuel Shortage
Pakistan is currently grappling with a deepening fuel crisis triggered by disruptions in global supply chains.
Official data presented to the Senate Petroleum Committee highlights the situation:
Crude Oil: Only 11 days of stock remaining
LPG: Around 9 days of supply left
Diesel: Approximately 21 days
Petrol: Around 27 days
Jet Fuel: About 14 days
The crisis has intensified due to Pakistan’s heavy reliance on imports, with nearly 70–80% of its petroleum needs sourced from the Middle East.
Impact of Supply Disruptions
The ongoing tensions in the Strait of Hormuz have disrupted key shipping routes, significantly affecting fuel imports into Pakistan.
The situation has exposed vulnerabilities in the country’s energy supply chain, increasing urgency for alternative sourcing.
Emergency Measures Under Consideration
To manage the crisis, the Pakistani government has taken and is considering several steps:
Republic Day Parade Cancelled: The March 23, 2026 parade has been scrapped to conserve fuel and reduce expenditure
Austerity Measures: Plans include promoting work-from-home, closing schools temporarily, and limiting the use of government vehicles
Alternative Routes: Pakistan is exploring supply options via Saudi Arabia’s Yanbu port and the Red Sea
